OFFICE OF THE DEAN OF STUDENTS
With the aim of enhancing the effectiveness in planning
and delivery of student services and programs, the
Student Affairs Office has been integrated with the
Office of the Dean of Undergraduate Education since
March 2011. The Office of the Dean of Undergraduate
Education has also been renamed as the Office of the
Dean of Students with its scope and function being
expanded to take charge of undergraduate recruitment
and admissions, the formulation and review of policies
for co-curricular activities, University core curriculum,
and the student experience at both undergraduate and
postgraduate levels.
DYNAMIC POSTGRADUATE STUDIES
The total enrollment of postgraduate students in 2010-
2011 stood at 3,711, compared with 3,507 the previous
year, representing a growth of 5.8 per cent. Of these
students, 1,351 were research postgraduates and the
remaining 2,360 were enrolled on coursework master’s
degree programs. Research postgraduates constituted
36.4 per cent of the total postgraduate student
population.
The Quality Assurance Council’s report from its Quality
Audit Visit in March 2010 was released in November
2010. The audit reviewed the work of HKUST
programs from undergraduate to postgraduate and the
subsequent report commended the University, among
other things, “for its quality assurance processes for
research postgraduate programs and for the extensive
support it provides to research students”.
RESEARCH POSTGRADUATE PROGRAMS
2010-2011 marked the arrival of the first batch of
PhD students admitted through the Hong Kong PhD
Fellowship Scheme, an elite award initiative under Hong
Kong’s Research Grants Council to attract the best PhD
students worldwide to study in the city. The University
secured 32 awardees, which constituted about 27
per cent of the total awards and recognized HKUST’s
standing as a global research institution.
Other internationalization efforts continued to bear
fruit. The international research student population
increased from 43 in the previous year to 60, representing
significant growth. In addition, many research students
were able to attend international conferences through
the University’s Research Travel Grant Scheme.
During the year, selected PhD students had the
opportunity to visit research teams overseas for a period
of up to six months under the Research Attachment
Scheme, which has been set up to enhance international
research exposure. A total of 20 PhD students
participated in 2010-2011 and feedback on the scheme
was highly positive. Host institutions included AT&T Labs,
Carnegie Mellon, Columbia, Yale, UC Davis, Technische
Universitat Dermstadt, Monash, Pavia, Loughborough,
and Manchester. Students who joined the scheme were
able to connect professionally with a different team of
researchers in a totally new research setting and culture,
and widen their international network.
TAUGHT POSTGRADUATE PROGRAMS
The demand for advanced education to meet the lifelong
learning needs of working professionals has remained
strong. While the enrollment of students taking taught
postgraduate programs part-time (mainly local students)
appears to have stabilized, those undertaking full-time
programs have increased by about 11 per cent. This
compares with average growth of 5.8 per cent across
postgraduate programs. Of the 2,360 students enrolled
on taught postgraduate programs, 759 or 32.2 per cent
were on full-time programs. Overall, non-local students
constituted 38 per cent of the taught postgraduate
student population.
On the program side, the MSc in Environmental Science
was re-named the MSc in Environmental Science and
Management to reflect the program’s greater emphasis
on environmental management. The School of Business
and Management launched its first company-sponsored
MSc in Global Management program. The inaugural
class comprised staff from a major finance company
from Korea.
ADMINISTRATIVE REVAMP
To create further momentum for the development
of postgraduate education, the Office of the Vice-
President for Research and Development has been
re-organized as the Office of the Vice-President for
Research and Graduate Studies since November 2010.
A new leadership structure was introduced in February
2011, which enables the Provost and Vice-President
for Research and Graduate Studies to exercise dual
leadership and responsibility. The Provost continues to
provide academic oversight and planning, including
programs, enrollment and curriculum development
and approval while the Vice-President for Research and
