對
科大來說,今年是豐收的一年:我們作為世界級
大學的成就備受認同,在亞洲大學排名榜上高踞
榜首,廣受注目。我們的商業管理課程仍然穩佔全球
最佳位置,多個學科亦保持國際排名,在國際上取得
更大的認同。對於一所渴求繼續向前邁進的年青大學
來說,這些成就令人鼓舞。今年

日舉行的科大
20
周年校慶慶祝大會,更倍添喜慶。為期一年的校慶
活動是科大的盛事,全校師生及校友聚首一堂。我們
取得的成績,能激勵科大同仁更加團結、追求更遠大
的理想。
一所世界級大學必須在各方面達致卓越水平,而香港
教育資助委員會質素保證局的審核結果,再次肯定科
大的健全發展。質保局特別讚揚我們的教學及研究工
作,我們將再接再厲。報告讚揚我們建立了完善的教
研關係,充分利用研究有效加強教學工作,並對學生
的理想特質有清晰的表述。科大作為研究型大學的定
位得到國際認同,與此同時我們亦為學生提供多元化
的學習體驗,包括高質素的師友輔導計劃、國際學生
交流計劃,以及探索為本和跨學科的學習模式;這些
計劃均管理得宜,得到高度讚揚。
現在距離推行四年制學位課程僅有一年時間,其發展
備受重視,籌備工作亦已進行得如火如荼。教資會明
確表示支持科大
2012-2015
年學術發展建議書的規劃
及進度,科大全額資助第一年學士學位課程的學額將
增加達
1.4%
,以及增設
43
個高年級的學額。我們已
完成設計核心課程,而以學院為本的取錄制度亦將增
加學生選科的彈性。為迎接「三三四」而進行的多個基
建工程項目進展順利,其中圖書館已完成擴建、新翼
已經啟用;

新大樓工程正在進行。
今年,科大新的領導層成員已全部到任。五年策略發
展計劃是我們上下一心、共同努力的成果,並得到學
院及校董會等主要持份者的支持。我們需要向社會展
示清晰的發展藍圖,我衷心感謝顧問委員會及校董會
積極參與,並惠賜睿智意見。
科大已成為一所卓越的研究型大學,而要進一步提升
聲譽,我們需要得到更大支持,特別是來自大學領導
層的支持。因此,科大在
2010
年底推出由本人構思
的特別研究基金計劃,大學透過提供一次性的種子撥
款,推動策略性跨學科的研究工作。我們收到約
40
份建議書,涵蓋四個範疇:能源、生命科學及醫療衞
生、香港可持續發展、以及前沿研究。它們均以科大
的跨學科方式進行,並將合共獲得超過港幣
3,600
萬
元的撥款。獨立評審工作由資深的評審小組負責,成
員包括諾貝爾獎得主、高研院著名訪問學者等。

his is a good year for HKUST — the year when
our bona fides as a world-class university are visibly
validated. The singular news that has caught everyone’s
attention this year is our No. 1 ranking among Asian
universities. We remain top-drawer in business education,
and have either maintained or inched upwards in
international standings in various disciplines. These are
salivating achievements for a young and hungry University,
giving us much to cheer about at our 20th Anniversary
Grand Celebration on 8 April. The year-long celebration
is an all-HKUST affair, with faculty, students, alumni all
coming together to mark this milestone. Success has
brought us closer together and emboldened us to dream
bigger dreams.
A world-ranked university entails all-round excellence.
In our case, this is reaffirmed by the Quality Assurance
Council audit which gave us a clean bill of health.
We received laurels for doing a good job in teaching and
research with plans to do even better. It praised us for
developing a robust “research-teaching nexus” in which
we utilize research as an effective instrument in educating
our students. It applauds our well-defined ideal student
profile with ideal attributes. Although known to the world
as a research university, we are commended for offering
students an education that encompasses effective student
mentoring, a high-ratio of well-managed international
exchange program and learning that is inquiry-based and
interdisciplinary in nature.
All eyes are on the fast-approaching 4-year degree
program, now only a year away. Here again, the UGC
has emphatically endorsed our planning and progress as
outlined in our Academic Development Proposal (ADP) for
2012-2015. In consequence, HKUST has been awarded
an increase of 1.4 per cent in fully funded First Year First
Degree places. Our request for an additional 43 senior
year places was likewise acceded to. Our core curriculum
is in place, and our school-based admission is designed
to give students flexibility in their academic selections. In
capital developments for 3-3-4, our library extension is up
and running. Construction for Student Halls VIII and IX is
underway, and so are the new IAS and Business School
buildings. In terms of preparation, we are on schedule
and on song.
This year, HKUST’s top leadership finally has a full slate,
our 5-year Strategic Plan being the first fruits of its
collective labor. This is a bottom-up process that has
corralled the support of our key stakeholders, including
different schools, and, notably, members of Council. In an
ever-evolving environment, we need a clearly sign-posted
road map visible to the entire community. In this and other
matters, I am beholden to members of Court and Council
for their active participation and wise counsel.
We are making a splash as an elite research university.
Enhancing this reputation calls for additional support.
I, for one, believe that this support should come from
the top leadership. That is why the presidentially inspired
Special Research Fund Initiative was launched in late
