Appointments and Governance
顧問委員會及校董會
根據《香港科技大學條例》,校董會是科大的最高管治機
構,顧問委員會是科大的最高諮詢機構。校董會及顧問委
員會分別於1988年和1994年成立。
大學監督於2010年4月1日委任了三名新成員加入校董
會,他們分別是陳健強先生、馬墉傑先生及黃達琛先生。
同日,夏理遜先生獲委任為大學司庫,而歐肇基先生及謝
建中先生在校董會服務六年後,於2010年6月1日加入顧
問委員會。
於年度內,共有 13 位社會賢達獲委任為顧問委員,他們
分別是陳黃麗娟博士、曹惠婷女士、周維正先生、周文耀
先生、方文雄先生、洪小蓮女士、羅義坤先生、李賢凱先
生、盧楚鏘先生、呂郭曉妍女士、呂元祥博士、王冬勝先
生及胡文新先生。
此外,校董會亦委任了鄭家純博士、劉華森博士、羅友禮
先生及呂志和博士為顧問委員會榮譽委員,以表揚他們對
科大的竭誠服務。
隨著新修訂的《香港科技大學條例》於2009年9月生效,
校董會的運作發展至另一階段,校董會首次增設兩名分別
由全職僱員及全日制學生選出的成員,而整個校董會的成
員人數則由34名減至27名。
過去12個月期間,校董會共召開三次全體成員會議。在校
董會的支持下,管理層根據科大長期策略制訂了年度工作
計劃;並確立了大學運作的相關政策及未來發展的具體策
略。按照校董會的指引,大學亦更改了綜合預算案的呈列
方式,包括涵蓋所有活動項目,以配合大學在策略運作上
的需要。新採納的收支報表按分部呈列,更清晰地呈現科
大的整體財政狀況。
此外,校董會正籌組其轄下一個新的委員會,以便積極推
動大學的籌款、拓展及外展等工作。除尋求社會支持外,
委員會還致力提升持份者對科大的歸屬感。
顧問委員會於2009年11月13日召開年度會議,會上陳繁
昌校長講解了其年度工作計劃,得到顧問委員會的鼎力支
持。大學期望顧問委員會更積極參與各項發展計劃。
教務委員會
教務委員會是科大的最高學術機構。於回顧年度,教務委
員會曾召開五次會議。因應在2012年推行的「三三四」新
學制,教務委員會積極推展四年制本科生課程的發展,包
括落實入學基本要求及須達水平等級,作為錄取學生的標
準,另外還設立了本科招生及入學事務處,集中處理招生
工作。
除仔細審閱四年制學位的基本課程架構外,由於核心課程
是新課程架構的關鍵部分,教務委員會亦已訂定核心課程
的質素保證機制。截至2010年6月,教務委員會共批出18
個新設計的核心課程科目,亦審核了由現有課程過渡至四
年制課程的相關安排。
於回顧期內,教務委員會通過成立兩個新學術單位,分別
是環境學部及生命科學部。前者為科大一個跨學科單位,
而後者則著重綜合生命科學各領域的教學與研究。
Court and Council
As stated in the University Ordinance, the Council is
the supreme governing body while the Court is the
highest advisory body of the University. The Council was
established in 1988, and the Court 1994.
The University Chancellor appointed three new members,
namely Mr Anthony Chan, Mr Maximilian Ma and Mr
Samuel Wong, to the Council on 1 April 2010. On the
same day, Mr John Harrison was appointed Treasurer of
the University, while Mr Alexander Au and Mr Donald
Chia joined the Court from 1 June 2010 after their six
years of service on the Council.
The University also welcomed 13 appointed members
to join the Court. They are Dr Anissa Chan, Ms Ronna
Chao, Mr Oscar Chow, Mr Paul Chow, Mr David Fong,
Ms Katherine Hung, Mr Quinn Law, Mr Herbert Lee, Mr
Colin Lo, Ms Noelle Lu, Dr Ronald Lu, Mr Peter Wong
and Mr Thomas Wu.
In recognition of their dedicated service to the University,
the Council has appointed Dr Henry Cheng, Dr Lau Wah-
Sum, Mr Winston Lo and Dr Lui Che-Woo as Honorary
Court Members.
The period under review witnessed yet another
landmark of the Council as the revisions it introduced to
the University Ordinance came into effect in September
2009. As a result, the Council has, for the first time,
two members elected respectively by full-time staff
members and students. The size of the Council has
since been reduced from 34 to 27 seats.
The Council met in plenary session three times over the
12-month period. An annual work plan derived from
long-term strategies of the University was formulated
by the management under the auspices of the Council.
Policies were formulated while strategies relating to
the University’s operations and future developments
were shaped. Under the guidance of the Council, the
University’s consolidated budgets are now presented
in a way that covers all activities, bringing it into close
alignment with the University’s strategic areas of
operations. The newly adopted Income and Expenditure
Statement by Segment further provides an overall
picture of the University’s finances.
A new Council committee is being established to actively
steer the University’s fundraising efforts, institutional
advancement and outreach. Apart from seeking
community support for the University’s development,
the Committee aims at cultivating a sense of belonging
among stakeholders towards the University.
The annual Court meeting was held on 13 November
2009. At the meeting, the above-mentioned annual
work plan was presented by President Tony F Chan and
received the full support of Court Members. Court
Members can expect to be more actively engaged in
the various initiatives of the University as outlined in the
work plan.
Senate
The Senate is the supreme academic body of the
University. It met five times during the year under
review. In preparation for the implementation of the
3-3-4 academic structure in 2012, the Senate actively
steered the development of the four-year undergraduate
curriculum. The General Entrance Requirements
and Attainment Level for student admissions were
finalized. A centralized Undergraduate Recruitment and
Admissions Office is in place to drive student recruitment.
Apart from scrutinizing the basic curriculum framework
for the four-year degree, the Senate has approved a
quality assurance scheme for common core courses,
which are the key components of the new curriculum
framework. Up to June 2010, a total of 18 new common
core courses have been approved and the arrangements
to migrate existing courses to the four-year curriculum
have also been endorsed.
During the period under review, the Senate approved
the creation of two new academic units – the Division
of Environment and the Division of Life Science. The
former is an interdisciplinary unit within the University
while the latter focuses on teaching and research in the
integrated discipline of life sciences.
