大學管治
顧問委員會及校董會
顧問委員會及校董會根據《香港科技大學條
例》及相關法例成立。顧問委員會是大學的最
高諮詢機構,校董會是大學的最高管治機構。
除當然委員及榮譽委員外,顧問委員會由40
位外部(非大學職員)成員組成,其中30位由
校董會委任,及10位由大學監督委任。校董
會由最多18位外部成員組成,其中9位由大
學監督委任,另有9位經校董會推薦由大學監
督委任。本年度的顧問委員會及校董會成員名
單,載於附錄一。
年內,顧問委員會及校董會召開了三次聯席會
議,討論大學運作及未來發展的相關政策及
策略事宜。其中最重要的一項決策,是認可大
學的高級管理層架構。在獨立顧問協助下,管
理層經過詳細磋商,並諮詢各委員會及教職員
公開會議交流意見後,顧問委員會及校董會
於2006年11月10日舉行的聯席會議上,批
准採納改組後的高層管理架構。在新架構下,
設立首席副校長(新職位)及三位副校長(兩
位現任及一位新任)輔佐校長。首席副校長總
攬學術副校長職責,協助校長統領大學的學術
工作。三位副校長分別主管研究與開發(現有
職位)、行政(現有職位)及大學拓展(新設職
位)。主管大學拓展的副校長,負責協助校長
推動大學發展及籌款工作。
目前,《香港科技大學條例》並無規定首席副
校長一職。在修訂法例前,現任學術副校長的
職權範圍已獲擴闊,作為首席副校長主持工
作。這一過渡安排有助科大持續發展。
改組的整體目標,是確保高級管理團隊能夠因
應本地及全球環境的挑戰,在未來十五年,切
實有效地帶領科大實現策略發展的目標。
GOVERNANCE
Court and Council
The Court is the highest advisory body within the University while
the Council is the supreme governing body, both having been
established in accordance with provisions in the University Ordinance
and relevant Statutes. Apart from ex-officio and honorary members,
the Court consists of 40 external (non-University staff) members, of
whom 30 are appointed by the Council and 10 by the Chancellor.
The Council comprises not more than 18 external members, nine of
whom are appointed by the Chancellor, and the other nine by the
Chancellor upon the recommendation of the Council. Membership
of the Court and Council during the year under review is shown
in Appendix I.
During this period, the Court and Council held three joint meetings
to discuss policy and strategic issues relating to the University’s
operations and future developments. One of the most significant
decisions made was the reorganization of the University’s senior
management structure. With the assistance of an independent
consultant and after careful deliberations within the Administration,
as well as consultation and communication with various committees
and open forums with staff, the Court and Council, at a joint
meeting of 10 November 2006, endorsed the adoption of a modified
senior management structure. Under this modified structure, the
President is to be supported by a Deputy President (new position)
and three Vice-Presidents (two existing and one new). The Deputy
President is to take overall responsibility for the functions of the Vice
President for Academic Affairs Office and to assist the President in
the latter’s role as the chief executive and academic officer of the
University. The three Vice-Presidents (VP’s) are to be responsible for
research and development (existing), administration and business
(existing), and institutional advancement (new), respectively. The new
VP for institutional advancement is to assist the President in driving
the University’s development and fundraising efforts.
Currently, the University Ordinance does not provide for the rank of
Deputy President. Pending legislative amendments, the portfolio of
the existing VP for Academic Affairs has been expanded to include
the role of the President’s deputy. Such a transitional arrangement
will enable the University to move forward without delay.
The overall objective of the modification is to ensure that the senior
management team will be capable of supporting effectively the
University’s strategic development over the next 15 years in an
increasingly challenging local and global environment.
