ment. Simultaneously we will help evolve
Hong Kong into an international aca-
demic hub by attracting the world's
leading minds through the establishment
of the Institute for Advanced Study at
HKUST. Nationally, we intend to increase
our presence in higher education,
research and development. Locally, we
will work with the private and public sec-
tors to enhance the knowledge base of
Hong Kong society, and to nurture grad-
uates equipped with the next-genera-
tion skills to become the scientists, tech-
nologists, entrepreneurs and leaders of
tomorrow.
In comprehensively setting out our goals
for the next 15 years, we seek to ensure
that we build on our impressive founda-
tions to make HKUST a world leader
among universities, while remaining
faithful to our mission to enhance the
social and economic development of
Hong Kong and the region.
In looking out to the world and making a
global impact, we in turn are helping the
world look to Hong Kong. Fresh opportu-
nities await. We intend to make the most
of them.

This will assist our ongoing drive to attract
more non-local students to HKUST. During
the year we have made considerable
progress in this regard. With the support
of generous donations from the commu-
nity we have established new scholar-
ships to increase both the recruitment of
international high-flyers and exchange
opportunities for local undergraduates.
In 10 years, we hope to see full-time,
non-local students comprise 25% of the
undergraduate population.
Nationally, we have continued extend-
ing our impact with the opening of the
HKUST Business School's Beijing Center,
which will provide international executive
training in the country's fast-growing finan-
cial sector, and increased academic ties
and collaborations with government,
universities and research institutions.
All these current initiatives, along with
our past achievements, were brought
together in the June launch of HKUST's
Strategic Plan 2005-2020. This dynamic
plan, drawn up after consultation across
the University community, builds on our
established strengths and sets out a
framework for the development of HKUST
into a world academic leader.

at a global level in carefully selected
high-impact areas such as nanoscience,
biotechnology and sustainable develop-
